"ACCENT" here is NOT the accent in spoken language. Think about it, how would a deaf person be able to hear the difference between a French and German accent? The sign for "ACCENT" here refers to unique the way a person signs, for example, you might not be able to form a handshape correctly, but the sign is still understood, then you would have an ACCENT when signing.
